I move that House Bill 1312 be amended to read as follows:
Page 21, between lines 40 and 41, begin a new paragraph and
insert:
" (h) Twelve million seven hundred five thousand dollars
($12,705,000) is appropriated from the tobacco settlement fund
established by IC 4-12-1-14.3, as amended by this act, to the board
of trustees of the center for agricultural science and heritage. The
board shall use the money appropriated under this subsection to
pay for the following:
(A) The costs of constructing, completing, equipping, or
furnishing the center.
(B) Any architectural, appraisal, consultant, engineering,
legal, or other professional fees incurred to carry out an
activity described in subdivision (1).
Appropriation made under this subsection may be spent, only to
the extent that, for every dollar ($1) of state money expended, at
least one dollar ($1) in matching money or value provided to the
fund from non-state sources is expended. In granting approval to
an expenditure from appropriations made under this subsection,
the budget committee may consider the extent of participation in
the project for which the expenditure will be made by the private
sector, including nonprofit entities or other sources."
