HOUSE CONCURRENT
RESOLUTION



        A CONCURRENT RESOLUTION in support of the Gary/Chicago Airport.

    Whereas, The state of Illinois continues to be the only proponent for the construction of a supplemental air carrier airport for northwestern Indiana and northeastern Illinois at a location near Peotone, Illinois;

    Whereas, The United States of America, through its Department of Transportation and the Federal Aviation Administration, has consistently throughout the last decade insisted upon the need for regional consensus among the interested and affected parties before it would issue its approval and financing of a supplemental airport for the region;

    Whereas, The state of Indiana, the city of Gary, Indiana, and the city of Chicago, Illinois, have long opposed the construction of a supplemental airport at the site preferred by the state of Illinois;

    Whereas, The cities of Gary and Chicago, with the approval and participation of the state of Indiana, have formed an interstate compact. This compact created the Chicago/Gary Regional Airport Authority, which has as its purpose the enhancement of the existing airports owned and operated by these cities. It is charged with monitoring aviation capacity for the region, including studying the need for a supplemental airport;


    Whereas, A consensus exists among the members of the compact that today there is not a need for a supplemental airport because the existing airport infrastructure can accommodate the region's forecasted air capacity demand for the foreseeable future;

    Whereas, The Gary/Chicago Airport, with its available facilities, provides the most prudent and economical approach for the development of additional regional airport capacity during this period of limited federal financial assistance for the national air transportation system;

    Whereas, The construction of a supplemental regional airport in Illinois would negatively affect funds otherwise available for airport improvements at existing Indiana and Illinois airports; and

    Whereas, The Gary/Chicago Airport is currently creating a master plan for its future development as evidenced by the commencement of commercial air carrier service by Pan Am Airlines, and other airlines have expressed interest in commencing service in Gary: Therefore,

Be it resolved by the House of Representatives

of the General Assembly of the State of Indiana,

the Senate concurring:


    SECTION 1. That the Indiana General Assembly wishes to express its continued support for the Gary/Chicago Airport, the Chicago/Gary Regional Airport Authority and the consequent economic benefits to northwestern Indiana and northeastern Illinois and oppose the continuing efforts of the state of Illinois to construct a supplemental airport for the region without regional consensus among the interested and affected parties.
    SECTION 2. That the Principal Clerk of the House of Representatives transmit a copy of this resolution to the governor of Illinois, the governor of Indiana, the mayor of Gary, Indiana, the mayor of Chicago, Illinois, the board of directors of the Chicago/Gary Regional Airport Authority, the secretary of the United States Department of Transportation, and the administrator of the Federal Aviation Administration.
