Synopsis: Interscholastic athletic associations. Prohibits a school corporation from participating in an interscholastic athletic association or an event sponsored by an interscholastic athletic association unless the interscholastic athletic association is governed by a seven member board elected at the primary election held in general election years in districts established by the Indiana state board of education.

    A BILL FOR AN ACT to amend the Indiana Code concerning education.

Be it enacted by the General Assembly of the State of Indiana:

SOURCE: IC 20-10.1-30; (00)IN1171.1.1. -->     SECTION 1. IC 20-10.1-30 IS ADDED TO THE INDIANA CODE AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE JULY 1, 2000]:
     Chapter 30. Interscholastic Athletic Associations
    Sec. 1. As used in this chapter, "association" means any organization that conducts, organizes, sanctions, or sponsors interscholastic high school athletic events as the organization's primary purpose.
    Sec. 2. A school corporation may participate in an association or in an athletic event conducted, organized, sanctioned, or sponsored by an association only if the association is governed by an authority elected under this chapter.
    Sec. 3. An association shall establish a seven (7) member governing authority.
    Sec. 4. The term of office of a member of the authority is two (2) years, beginning July 1 after the member's election and continuing until a successor is elected and qualified.
    Sec. 5. Members of the authority shall be elected in the primary elections held in general election years.
    Sec. 6. IC 3 applies to an election held under this chapter.
    Sec. 7. The Indiana state board of education shall divide the state into seven (7) districts that are composed of contiguous school corporations and contain, as nearly as is possible, an equal population.
    Sec. 8. To be eligible for election to the authority, a person must:
        (1) reside within the district from which the person was elected; and
        (2) fulfill the requirements for candidacy for the governing body of the school corporation within which the person resides.
    Sec. 9. The authority shall hold a regular meeting at least one (1) time each month and at other times as needed to conduct all necessary business. The date of regular meetings shall be established by resolution at the first meeting in January of each year.

SOURCE: ; (00)IN1171.1.2. -->     SECTION 2. [EFFECTIVE JULY 1, 2000] (a) IC 20-10.1-30-2 , as added by this act, does not apply to a contract that is entered into before July 1, 2000, for the conduct, organization, sanctioning, or sponsorship of an athletic event.
    (b) A contract described in subsection (a) may not be extended or renewed if the contract would violate IC 20-10.1-30-2 , as added by this act.
    (c) This SECTION expires June 30, 2004.
