Synopsis: Viatical settlement contracts. Conference committee report for ESB 233. Amends
the definition of "security" in the Indiana securities law to include viatical settlement contracts
or interests in viatical settlement contracts. Broadens the definition of "viatical settlement
contract". Excludes from the definition of "viatical settlement contract certain agreements and
the provision of accelerated benefits under a life insurance policy. (THIS CONFERENCE
COMMITTEE REPORT removes provisions: (1) allowing certain township trustees to pay the
cost of a library card for a resident of the township; (2) allowing wholesale and retail sale of
common fireworks to an individual who is at least 16 years of age and prohibiting the sale of
fireworks to an individual who is less than 16 years of age; (3) permitting the commissioner of
the Indiana department of insurance to regulate an interinsurance association or reciprocal or
interinsurance exchange; (4) requiring a life insurance policy to contain an accelerated death
benefit for a terminal illness; (5) amending the statutory incontestability provisions that apply
to life insurance policies.)
