DIGEST OF INTRODUCED RESOLUTION

    A CONCURRENT RESOLUTION urging the legislative council to direct the regulatory flexibility committee, or any other statutory committee deemed appropriate, to study the possibility of requiring a board or agency that: (1) regulates a specified profession; and (2) requires continuing education as a condition of registration, certification, or licensure, to allow not less than one-half of the continuing education requirements to be earned from distance learning courses.

SENATE CONCURRENT
RESOLUTION



    A CONCURRENT RESOLUTION urging the legislative council to direct the regulatory flexibility committee, or any other statutory committee deemed appropriate, to study the possibility of requiring a board or agency that: (1) regulates a specified profession; and (2) requires continuing education as a condition of registration, certification, or licensure, to allow not less than one-half of the continuing education requirements to be earned from distance learning courses.

    Whereas, the impact of the increased availability of new technological mediums to provide continuing education services, in lieu of live seminars, is an issue that should be studied; and

    Whereas, consideration should be given to the viability of limiting the amount of continuing education credits that can be earned by members of specific professions who are required to participate in continuing education as a condition of their registration, certification or licensure: Therefore,

Be it resolved by the Senate of the General Assembly

of the State of Indiana, the House of Representatives concurring:


    SECTION 1. That the legislative council is urged to charge the designated committee with studying the possibility of requiring a board or agency that:
    (A) either:


        (i) regulates a profession under IC 15, IC 16, or IC 22; or
        (ii) is subject to the jurisdiction of the professional licensing         agency under IC 25-1-6; and
    (B) requires continuing education as a condition of registration,     certification, or licensure;
to allow not less than one-half (1/2) of the continuing education requirements to be earned from distance learning courses, including home study, teleconference seminars, and computer, video, and audio programs.
    SECTION 2. That the designated committee, if so charged, shall report the results of its study to the legislative council before
November 1, 2000.
