SENATE CONCURRENT
RESOLUTION



    A CONCURRENT RESOLUTION urging the Legislative Council to establish an interim study committee to examine the issue of creating a school evaluation program, or referring this issue to an existing statutory committee.


    Whereas, due to the disparity among the operations and performance of the various state schools, a uniform evaluation service would provide mutual benefits to schools through the sharing of excellent practices and policies among schools and districts;

    Whereas, a uniform school evaluation service would analyze academic and financial indicators and trends, provide valuable comparative benchmarks, and present objective findings regarding the performance of school districts or school sites; and

    Whereas, by sharing this data, school districts and school sites would have a better opportunity to improve student achievement and improve the management of school systems: Therefore,

Be it resolved by the Senate of the General Assembly

of the State of Indiana, the House of Representatives concurring:



    SECTION 1. That the Legislative Council is urged to establish an interim study committee with the responsibility of examining the issue of creating a school evaluation program, or referring this issue to an existing statutory committee.
    SECTION 2. That this committee, if established, shall charge this program to focus on the following six (6) categories of analysis: expenditures; student results; return on resources; finances, taxes, debt; learning environment; and demographics.
    SECTION 3. That this committee, if established, shall require this program to reconcile disparate school performance data by identifying allocations of baseline and incremental school district spending; linking student achievement with expenditures patterns; tracking financial health; monitoring debt and capital spending levels; and measuring the return on a district's educational resources.
    SECTION 4. That this committee, if established, shall require this program to provide extensive comparisons with regional and socioeconomic peer school systems and statewide averages, as well as monitor changes over time and identify important trends, when researching each analytical area.
    SECTION 5. That this committee, if established, shall operate under the direction of the legislative council, and that the committee shall issue a final report when directed to do so by the council.
    SECTION 6. That this committee, if established, is permitted to make legislative recommendations based on the review and analysis if appropriate.
    SECTION 7. The Secretary of the Senate is directed to transmit a copy of this resolution to the members of the Legislative Council.
