  | DIGEST OF INTRODUCED BILL Various motor vehicle matters. Requires a person who holds the certificate of title to a motor vehicle to endorse on the certificate of title the name of the person to whom the title is being transferred. Prohibits a person who is not a licensed dealer under IC 9-23-2 from holding a title that has not been issued in the individual's name and does not contain a statement describing all liens or encumbrances and the name of the person to whom the title is being transferred. Provides civil penalties for violating the prohibition. Requires an individual applying for a broker or a dealer's license to complete approved education programs and to pass an examination, or to employ an individual who has, before the license can be issued. Requires an applicant for a renewal broker or dealer's license to complete, or to employ an individual who has completed, approved continuing education programs. Establishes subjects for the approved education programs and examination. |
