that House Bill 1851 be amended to read as follows:

Page 1, line 16, delete "If the public employer is a township, by
electing to join a" and insert " If both of the following conditions are
met, by electing to join a group insurance program offered to
county employees by the county in which the township is located:
(A) The public employer is a township that has not more
than one (1) employee in need of health benefit insurance.
(B) No other statute allows a local unit to elect to provide
coverage of health care services for active employees of the
local unit under a state employee health plan.

Page 3, line 38, delete "the township shall pay" and insert " the
county shall charge the township on a basis determined by the
county the full cost of insuring the township's loss experience,
(1) administrative and clerical expenses;
(2) enrollment fees;
(3) fiscal impact studies;
(4) legal fees; and
(5) any cost that is a result of the township's election to join
the group insurance program;
throughout the time in which the township is joined with the
county's group insurance program. The county may require
advance payment from the township for its participation in the
group insurance program.

Page 3, after line 42, begin a new paragraph and insert:
" (k) If a township elects to join a county group insurance
program under subsection (b)(3), the township must commit to be
in the program:
(1) for not less than one (1) year; or
(2) until one (1) of the following occurs:
(A) The township ceases to be eligible for the program
because it has more than one (1) employee from the
township seeking health benefit insurance from the county.
(B) The one (1) employee of the township who is insured
through the county group insurance program ceases to be
employed by the township.
