Health care provider contracting. Prohibits specified entities from requiring a health care provider to provide health care services to enrollees of a health maintenance organization as a condition of entering into a contract to provide health care services to individuals other than enrollees of a health maintenance organization, except in an emergency or upon referral. Specifies that a health care provider who is required to provide health care services to enrollees of a health maintenance organization as a condition of entering into a contract to provide health care services to individuals other than enrollees of a health maintenance organization must be paid at rates determined under the provider's contract and may not be required to comply with the terms and conditions of the health maintenance organization.
