State veterans' cemetery funding. Specifies that the state veterans' cemetery fund is a dedicated fund and expands its sources of funding. Provides that the balance of the fund at the end of a fiscal year does not revert to the state general fund, and continuously appropriates the balance in the fund for the operation of the state veterans' cemetery. Provides that any unspent appropriations that were made in the 1999 budget act for the operation of the cemetery are to be transferred to the fund.
