    A BILL FOR AN ACT concerning gaming.

Be it enacted by the General Assembly of the State of Indiana:

    SECTION 1. [EFFECTIVE UPON PASSAGE] (a) The department of commerce shall study the economic development opportunities for gaming and pari-mutuel wagering in the areas where:
        (1) riverboats licensed under IC 4-33; and
        (2) pari-mutuel horse racing tracks licensed under IC 4-31;
are located.
    (b) The study required under this SECTION must include findings that identify ways to:
        (1) enhance the growth of commerce and economic development in the areas studied;
        (2) create and maintain jobs in the areas studied; and
        (3) further the investments of the gaming industry in Indiana.
    (c) The department of commerce shall report its findings to the legislative council before January 1, 2003.
    (d) A fee is imposed upon each licensed riverboat owner, pari-mutuel horse racing track permit holder, bingo license holder, and lottery retailer to pay for the study. The department of state revenue shall collect the fee before July 1, 2002. The amount of the

fee is set forth in the following table:
    Riverboat license owner    $1,000
    Pari-mutuel horse racing
        track permit holder    $1,000
    Bingo license holder    $ 10
    Lottery retailer    $ 10
    (e) The department of state revenue shall deposit the fees collected under subsection (d) into the state general fund.
    (f) This SECTION expires January 2, 2003.

    SECTION 2. An emergency is declared for this act.
