Synopsis: Self-directed in-home care. Conference committee report for EHB 1252. Permits certain individuals who are not licensed health care professionals to provide health related services for individuals in need of self-directed in-home care. Reorganizes the definition of "health related services" for purposes of the law concerning self-directed in-home care. Provides a two year registration period for personal services attendants. Extends the expiration date of the self-directed in-home care provisions. Requires the division of disability, aging, and rehabilitative services to adopt payment and record keeping rules for self-directed in-home care. Makes technical changes. (The introduced version of this bill was prepared by the health finance commission.) (THIS CONFERENCE COMMITTEE REPORT: Reorganizes the definition of "health related services" for purposes of the law concerning self-directed in-home care. Makes technical changes.)

CONFERENCE COMMITTEE REPORT

MR. PRESIDENT:
    Your Conference Committee appointed to confer with a like committee from the House upon Engrossed Senate Amendments to Engrossed House Bill No. 1252 respectfully reports that said two committees have conferred and agreed as follows to wit:

    that the House recede from its dissent from all Senate amendments and that the House now concur in all Senate amendments to the bill and that the bill be further amended as follows:

         (1) are performed by a person who has been trained or instructed on the performance of the medical activities by an individual in need of self-directed in-home care who is, in the written opinion of the attending physician submitted to the case manager of the individual in need of self-directed in-home care, capable of training or instructing the person who will perform the medical activities; or
        
(2) the are performed by a person who performs the medical activity has received training or instruction from a licensed health professional, within the professional's scope of practice, in how to properly perform the medical activity for the individual in need of self-directed services in-home care.".
