Includes as a ground for denying an application for a child care home license: (1) a criminal conviction for operating a child care home without a license; and (2) a determination by the division of family and children that the applicant previously operated a child care home without a license in violation of the law. Provides that a child care provider who recklessly supervises a child who dies as a result of the provider's reckless supervision commits reckless supervision of a child, a Class C felony.
