Synopsis: Toll road advisory committee. Establishes the toll road
advisory committee to receive information from and make
recommendations to the transportation finance authority concerning the
operation and management of the toll road.

A BILL FOR AN ACT to amend the Indiana Code concerning the
general assembly.
president pro tempore of the senate. Each member appointed
under this subdivision must reside in a county through which
the Indiana toll road passes. If the toll road passes through a
county and a member of the senate does not reside in that
county, the president may appoint a senator who resides in a
different county. Not more than four (4) members appointed
under this subdivision may be members of the same political
party.
(2) Seven (7) members of the house of representatives
appointed by the speaker of the house of representatives. Each
member appointed under this subdivision must reside in a
county through which the Indiana toll road passes. If the toll
road passes through a county and a member of the house of
representatives does not reside in that county, the speaker
may appoint a member of the house of representatives who
resides in a different county. Not more than four (4) members
appointed under this subdivision may be members of the same
political party.
(3) The commissioner of the Indiana department of
transportation or the commissioner's designee.
(4) A person appointed by the governor.
(5) A member of the authority.
(6) One member from a regional planning group from each
region through which the Indiana toll road passes. Each of the
members under this subsection shall not have voting
privileges on the committee. Each of the members under this
subsection shall serve without compensation.
Sec. 5. (a) The chairman of the legislative council shall appoint
a legislative member of the committee to serve as chairperson of
the committee.
(b) The committee shall operate under the policies of the
legislative council that govern study committees.
Sec. 6. The committee shall do the following:
(1) Review issues related to the operation and maintenance of
the toll road.
(2) Review the financing and design of capital projects
associated with the toll road.
(3) Review issues concerning the quality of service, including
toll booth placement, provided by the toll road.
(4) Review issues concerning facility changes and relocations.
Sec. 7. (a) The authority shall present to the committee each of
its short and long range proposals, and any changes to the
proposals, before the authority proceeds to execute any part of the
short or long range proposal.
(b) If the committee recommends that the authority alter or
amend any short or long range plan, and the authority determines
that it will not accept the recommendation of the advisory
committee, the authority shall submit in writing to the committee,
prior to putting the short or long range plan into effect, a detailed
statement setting forth its reasons for rejecting the committee's
recommendation.
(c) The authority may not proceed with the execution of any
short or long range plan unless it has complied with this chapter.
