Synopsis: Health care for the uninsured. Requires the office of the secretary of family and social services (office) to cooperate and assist Health Indiana, a nonprofit organization, in providing health care to uninsured residents by: (1) determining eligibility for the program; (2) issuing plan cards to eligible individuals; (3) collecting a registration fee; and (4) operating a toll free telephone number for participants in the program to receive referrals. Requires the office to: (1) determine whether a potential participant is eligible for any other state or federal assistance program; and (2) inform an individual who seeks assistance from the office about federal, state, and privately run programs available to the individual and the method by which the individual may obtain program services.

    A BILL FOR AN ACT concerning human services.

Be it enacted by the General Assembly of the State of Indiana:

SOURCE: ; (03)HB1643.1.1. -->     SECTION 1. [EFFECTIVE JULY 1, 2003] (a) As used in this SECTION, "office" refers to the office of the secretary of family and social services established by IC 12-8-1-1.
    (b) The office shall:
        (1) cooperate with; and
        (2) assist;
the nonprofit organization Health Indiana to implement and administer a program to provide health care to uninsured Indiana residents.
    (c) The office shall assist Health Indiana with the following:
        (1) Determining eligibility of potential participants who have an income of not more than one hundred percent (100%) of the federal poverty level for Health Indiana's program.
        (2) Issuing a plan card that is valid for one (1) year to an individual whom:
            (A) the office has determined is eligible for the Health Indiana program; and
            (B) has paid the office a registration fee of ten dollars

($10).
        (3) Operating a toll free telephone number that provides provider referral services for participants in the Health Indiana program.
    (d) The office shall do the following:
        (1) Determine whether a potential participant is eligible for any other state or federal assistance program.
        (2) Inform individuals who seek assistance from the office about federal, state, and privately run programs available to the individual and the method by which the individual may obtain program services. Services include private pharmaceutical drug discount programs.
