A BILL FOR AN ACT to amend the Indiana Code concerning state
and local administration.
IS ADDED TO THE INDIANA CODE
AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE
UPON PASSAGE]: Sec. 11.5. (a) Whenever budget committee
review is required by law before an action may be taken by a state
agency or any other entity, the budget committee shall include the
item to be reviewed on the agenda of a meeting of the budget
committee. The members of the committee must have the
(1) discuss the item;
(2) reconsider the item;
(3) have an examination of the item;
(4) revise the item; and
(5) consider the item for purposes of change or amendment.
(b) A vote must be taken on the item either separately or in a vote to adopt the entire agenda of the committee.
(c) If an item that requires budget committee review is included for discussion on the agenda of a meeting of the budget committee
but is not included in the portion of the agenda for which votes are
taken, review will not have taken place for purposes of this section.
