A BILL FOR AN ACT concerning state and local administration.
SECTION 1. [EFFECTIVE UPON PASSAGE] (a) As used in this
SECTION, "commission" means the government efficiency
commission established by subsection (b).
(b) The government efficiency commission is established to
develop specific recommendations on the best practices to
streamline, improve, and consolidate intergovernmental forms and
procedures of state government for dealings:
(1) among departments;
(2) with individuals;
(3) with businesses; and
(4) with municipalities.
(c) The commission shall investigate ways to achieve
government efficiency and lower costs for taxpayers using
technology and current best practices that are cost justified. The
recommendations of the commission should be designed to achieve
the following:
(1) Reduce duplication and overlap of governmental
departments.
(2) Provide one stop shopping for intergovernmental
coordination of forms and procedures.
(3) Provide procedures that are user friendly for citizens and
businesses.
(d) The commission shall be composed of the following twelve
(12) members:
(1) The chief information officer for the state.
(2) A representative of the state board of accounts.
(3) A designee of the lieutenant governor.
(4) A designee of the secretary of state.
(5) Four (4) persons appointed by the speaker of the house of
representatives, not more than two (2) of whom may be of the
same political party.
(6) Four (4) persons appointed by the president pro tempore
of the senate, not more than two (2) of whom may be of the
same political party.
(e) The commission shall present a report including specific
recommendations to the legislative council not later than December
1, 2003.
(f) The chairperson shall be appointed by the chairman of the
legislative council.
(g) Each member of the commission who is not a state employee
is entitled to the minimum salary per diem provided by
IC 4-10-11-2.1(b). Each member is also entitled to reimbursement
for traveling expenses as provided under IC 4-13-1-4 and other
expenses actually incurred in connection with the member's duties
as provided in the state policies and procedures established by the
Indiana department of administration and approved by the budget
agency.
(h) Each member of the commission who is a state employee but
is not a member of the general assembly is entitled to
reimbursement for traveling expenses as provided under
IC 4-13-1-4 and other expenses actually incurred in connection
with the member's duties as provided in the state policies and
procedures established by the Indiana department of
administration and approved by the budget agency.
(i) Each member of the commission who is a member of the
general assembly is entitled to receive the same per diem, mileage,
and travel allowances paid to the legislative members of interim
study committees established by the legislative council.
(j) The department of administration shall provide staff for the
commission. Per diem, mileage, and travel allowances shall be paid
from appropriations made to the department of administration.
(k) The affirmative votes of a majority of the members
appointed to the commission are required for the commission to
take action on any measure, including final reports.
(l) This SECTION expires January 1, 2004.
SECTION 2. An emergency is declared for this act.
