SENATE CONCURRENT
RESOLUTION

    A CONCURRENT RESOLUTION urging the establishment of an interim study committee to study the overall safety of nightclubs and similar venues and the use of indoor pyrotechnics.

    Whereas, In light of the recent tragedy at The Station in West Warwick, Rhode Island, on February 20, 2003, where 97 people died, it behooves the state of Indiana to investigate the safety practices of nightclubs and similar venues;

    Whereas, Fire has always been an ever-present danger in nightclubs;

    Whereas, Pyrotechnic displays are extremely popular during concerts and other forms of entertainment and, where indoor pyrotechnics are used, the proper inspection and licensing must be in place before any pyrotechnic display is permitted;

    Whereas, Another contributing factor in deaths caused by fires in nightclubs and other similar venues is the occupant capacity and number of exits from the club. Care must be taken to ensure that sufficient exits are always provided; and

    Whereas, The state of Indiana takes the safety of its citizens very seriously and wishes to ensure that all precautions are being taken to prevent the loss of lives in future nightclub accidents: Therefore,

Be it resolved by the Senate of the General Assembly

of the State of Indiana, the House of Representatives concurring:

    SECTION 1. That the legislative council is urged to establish a committee to study the overall safety of nightclubs and similar venues and the use of indoor pyrotechnics.
    SECTION 2. That the committee, if established, shall operate under the direction of the legislative council and that the committee shall issue a final report when directed to do so by the council.
