    A CONCURRENT RESOLUTION to honor Patrick R. Ralston for his hard work and dedication to the State of Indiana, serving under four governors, as he retires after many years of service.

    Whereas, Patrick R. Ralston began his state career in 1974 with the Indiana Department of Natural Resources;

    Whereas, in 1979 he was honored for heroism by Governor Otis Bowen;

    Whereas, in his commendation, Governor Bowen noted Patrick R. Ralston was seriously injured in an explosion at Turkey Run State Park, during which time, “Mr. Ralston courageously rescued the life of his co- worker”;

    Whereas, Patrick R. Ralston was appointed Director of the Department of Natural Resources by Governor Evan Bayh in 1989;

    Whereas, during his tenure, with the cooperation and assistance of the Indiana General Assembly, the Charlestown, Summit Lake, Falls of the Ohio, and Fort Benjamin Harrison State Parks and the John Hillenbrand Fish & Wildlife Area were created;



    Whereas, Patrick R. Ralston's tenure, with the cooperation and assistance of the Indiana General Assembly, was also instrumental in creating and leading the Indiana Heritage Trust and Natural Resources Foundation as they raised millions of dollars to preserve Indiana's rich natural heritage;

    Whereas, Governor Frank O'Bannon appointed Patrick R. Ralston as Executive Director of the Indiana State Emergency Management Agency and Department of Fire and Building Services and Chair of the Public Safety Training Institute in 1997;

    Whereas, since then, he has led Indiana's response and recovery to seven major presidential disasters and two presidential emergencies, established a statewide terrorism task force, oversaw improvements in emergency medical services for Hoosiers, increased efficiency processing building design release requests and amusement ride safety and the spread of fire safety education for children;

    Whereas, he was instrumental in the establishment of the Emergency Management, Fire and Building, and Public Safety Training Foundation, which created the “Hoosier Safety” license plate in the year 2000 that will have raised a million dollars for public safety projects by the end of 2004; and

    Whereas, Patrick R. Ralston, who served his country during the Viet Nam War, has been named to numerous national boards and commissions and received many honors for his leadership and expertise: Therefore

Be it resolved by the House of Representatives

of the General Assembly of the State of Indiana,

the Senate concurring:

                                        


    SECTION 1. That the Indiana General Assembly honors Patrick R. Ralston for his dedicated service to the state of Indiana and the country.
    SECTION 2. The Principal Clerk of the House of Representatives is hereby directed to transmit a copy of this Resolution to Patrick R. Ralston.
