    A CONCURRENT RESOLUTION urging the Commission on State Tax and Financing Policy to study and research the topic of financing public transportation services in counties having a regional transportation authority.

    Whereas, the House of Representatives sent House Bill 1282 (2004) to the Senate for consideration in the current General Assembly; and

    Whereas, House Bill 1282 (2004) contained a financing mechanism to fund the expansion and enhancement of surface and rail public transportation services in a county that has established a regional transportation authority; and

    Whereas, in a hearing before the Senate Finance Committee numerous questions were raised about the adequacy of the proposed funding mechanism to sustain the expansion enhancement of surface and rail public transportation services in the affected counties; and

    Whereas, an additional local financing mechanism is urgently necessary to establish a stable source of funding for regional public transportation development; and

    Whereas, the General Assembly established the Commission on State Tax and Financing Policy as a permanent commission to examine the overall administrative matters,

fiscal matters, and procedural problems of the various departments of the state, county, and city governments, as they relate to tax and financing policy; and

    Whereas, the Legislative Council is authorized to refer by resolution any tax or financing problems and correlated matter to the Commission for study and research; therefore:

Be it resolved by the Senate of the General Assembly

of the State of Indiana, the House of Representatives concurring:

    SECTION 1. That the Commission on State Tax and Financing Policy is urged to study and research the topic of financing public transportation services in counties having a regional transportation authority.
