Synopsis: MLK Holiday Commission and Commission on the Social Status of Black Males. Requires the office of the secretary of family and social services, not the civil rights commission, to provide staff support for the Dr. Martin Luther King Jr. Indiana Holiday Commission (commission). Requires the commission to receive a separate line item appropriation in the state budget. Provides that 5 members of the commission constitute a quorum. Requires the Commission on the Social Status of Black Males to appoint an executive director and assistant executive director. Requires the division of family resources to provide staff and support upon the request of the Commission on the Social Status of Black Males or the executive director.

HOUSE BILL No. 1777



    A BILL FOR AN ACT to amend the Indiana Code concerning state and local administration.

Be it enacted by the General Assembly of the State of Indiana:

SOURCE: IC 4-23-24.1-6; (07)HB1777.3.1. -->     SECTION 1. IC 4-23-24.1-6 IS AMENDED TO READ AS FOLLOWS [EFFECTIVE JULY 1, 2007]: Sec. 6. Eight (8) Five (5) members of the commission constitute a quorum.
SOURCE: IC 4-23-24.1-8; (07)HB1777.3.2. -->     SECTION 2. IC 4-23-24.1-8 IS AMENDED TO READ AS FOLLOWS [EFFECTIVE JULY 1, 2007]: Sec. 8. (a) The civil rights commission office of the secretary of family and social services shall furnish the necessary staff support for the commission.
     (b) The budget of the commission shall:
        (1) be prepared separately from the budget of the office of the secretary of family and social services; and
        (2) receive a separate line item in the biennial budget bill of the general assembly.
    (c) The staff support for the commission may not make any decisions on behalf of the commission.
        
SECTION 3. IC 12-13-12-5 IS AMENDED TO READ AS FOLLOWS [EFFECTIVE JULY 1, 2007]: Sec. 5. (a) At the first meeting of the commission each year, the members shall elect:
        (1) one (1) member to be the commission's chairperson; and
        (2) one (1) member to be the commission's vice chairperson.
    (b) A vacancy in the office of chairperson or vice chairperson shall be filled by vote of the remaining members. The term of office of a person chosen to fill a vacancy expires at the first meeting of the commission the following year.
     (c) The commission shall appoint an:
        (1) executive director; and
        (2) assistant executive director;
of the commission.
