HOUSE BILL No. 1110



    A BILL FOR AN ACT concerning utilities and transportation.

Be it enacted by the General Assembly of the State of Indiana:

SOURCE: ; (07)IN1110.1.1. -->     SECTION 1. [EFFECTIVE UPON PASSAGE] Sec. 1. (a) As used in this SECTION, "committee" refers to the interim study committee on inland ports established by this SECTION.
    (b) The interim study committee on inland ports is established. The committee shall study the following:
        (1) The availability and feasibility of approximately eight thousand (8,000) acres of land located in eastern Vigo County and western Clay County, formerly known as the Chinook mine, to serve as an inland port to serve regional industrial, assembly, logistics, and distribution businesses.
        (2) The advantages for an inland port of proximity to the Terre Haute international airport, airport development zone, and foreign trade zone.
        (3) The feasibility and costs of relocating from State Road 46 to Tabortown Road a proposed bypass and connector to Interstate Highway 70.
        (4) The construction and financing of a commerce connector to provide services to the inland port and surrounding cities.
        (5) The statewide benefits of an inland port, specifically benefits to existing port authorities in Indiana.
        (6) Necessary federal, state, and local environmental and other permits.
        (7) Any other matter assigned to the committee.
    (c) The committee shall operate under the policies governing study committees adopted by the legislative council.
    (d) The affirmative votes of a majority of the voting members appointed to the committee are required for the committee to take action on any measure, including final reports.
    (e) The following agencies shall provide information concerning the topics listed in subsection (b) to the committee upon request:
        (1) The Indiana department of transportation established by IC 8-23-2-1.
        (2) The Indiana economic development corporation established by IC 5-28-3-1.
        (3) The department of environmental management established by IC 13-13-1-1.
        (4) The department of natural resources created by IC 14-9-1-1.
        (5) The Indiana port commission created by IC 8-10-1-3.
    (f) This SECTION expires December 31, 2007.
