A BILL FOR AN ACT concerning education and to make an

SECTION 1. [EFFECTIVE JULY 1, 2009] (a) As used in this
SECTION, "commission" means the commission for higher
education created by IC 20-12-0.5-2.
(b) As used in this SECTION, "state educational institution" has
the meaning set forth in IC 20-12-0.5-1.
(c) The commission shall study the need for a school of public
health to be located at a state educational institution. The
commission shall complete the study required under this
SECTION not later than December 15, 2007, and shall report the
commission's findings and recommendations to the legislative
council for the consideration of any legislation needed to
implement the recommendations of the commission. The report to
the legislative council must be in an electronic format under
(d) The commission shall appoint an advisory committee to
consult with the commission in conducting the study. The members
of the committee shall include the following:
(1) Representatives from each of the state educational

the Indiana youth institute.
(5) A member of the Indiana public health association
recommended by the Indiana public health association.
(6) A member of the Indiana rural health association

(7) A representative of the Stoughton Group.
(8) Other members that the commission determines would
provide useful input.
(e) The expenses incurred by the commission and the advisory
committee under this SECTION, including payment of the salary
and expense per diem of any experts the commission hires to work
on the study required by this SECTION, shall be paid from the
appropriation made in subsection (g).
(f) Each member of the advisory committee appointed under
subsection (d) who is not a state employee is entitled to the
minimum salary per diem provided by IC 4-10-11-2.1(b). The
member is also entitled to reimbursement for traveling expenses as
provided under IC 4-13-1-4 and other expenses actually incurred
in connection with the member's duties as provided in the state
policies and procedures established by the Indiana department of
administration and approved by the budget agency.
(g) There is appropriated to the commission for higher
education two hundred fifty thousand dollars ($250,000) from the
state general fund for the period beginning July 1, 2007, and
ending April 1, 2008, for its use in conducting the study required
in this SECTION. Any unexpended balance remaining in the
appropriation on April 1, 2008, reverts to the state general fund.
