HOUSE BILL No. 1442



    A BILL FOR AN ACT to amend the Indiana Code concerning education.

Be it enacted by the General Assembly of the State of Indiana:

SOURCE: IC 20-28-5-15; (07)IN1442.1.1. -->     SECTION 1. IC 20-28-5-15 IS ADDED TO THE INDIANA CODE AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY 1, 2007]: Sec. 15. (a) As used in this section, "program" refers to the school administration accelerated licensing program established by subsection (b).
    (b) The school administration accelerated licensing program is established to facilitate the transition of competent and experienced teachers into school administration.
    (c) Subject to the requirements of this section, the advisory board shall develop and administer the program. The advisory board shall provide for the details of the program that are not provided in this section.
    (d) Each accredited teacher education school and department shall establish a course of study that constitutes the higher education component of the program. The higher education component required under this subsection must:
        (1) include a requirement of not more than twenty-four (24)

credit hours of study or the equivalent that prepares a program participant to receive a license in administration and supervision, unless the program participant demonstrates that the program participant requires fewer credit hours of study to meet Indiana standards for licensure; and
        (2) focus on the following curricula:
            (A) For a program participant who seeks an administrative standard license for elementary school administration and supervision:
                (i) elementary school administration;
                (ii) elementary school supervision;
                (iii) elementary school curriculum;
                (iv) elementary school guidance;
                (v) psychology and evaluation;
                (vi) school and community relations;
                (vii) cultural awareness of minority groups; and
                (viii) school law.
            (B) For a program participant who seeks an administrative standard license for secondary school administration and supervision:
                (i) secondary school administration;
                (ii) secondary school supervision;
                (iii) secondary school curriculum;
                (iv) secondary school guidance;
                (v) psychology and evaluation;
                (vi) school and community relations;
                (vii) cultural awareness of minority groups; and
                (viii) school law.
    (e) A person may not participate in the program unless the person:
        (1) holds either a standard or professional license granted by the department; and
        (2) has at least fifteen (15) years experience as a teacher.
    (f) The advisory board may adopt rules under IC 4-22-2 to administer this section. Rules adopted under this subsection must include a requirement that accredited teacher education schools and departments submit an annual report to the advisory board of the number of persons who:
        (1) enroll in; and
        (2) complete;
