SECTION 1. [EFFECTIVE JULY 1, 2007] (a) There is
appropriated to the military base planning council established by
IC 4-3-21-3 thirteen thousand five hundred dollars ($13,500) from
the state general fund to pay the costs of a federal joint land use
study that would otherwise be imposed on local governments near
