    A CONCURRENT RESOLUTION memorializing the lives of Lieutenant Gary E. Dudley and Special Deputy Gary L. Martin.

    Whereas, Lieutenant Gary E. Dudley of the Indiana State Police and Special Deputy Gary L. Martin of the Lake County Sheriff's Department were struck and killed on August 22, 2006, while participating in a charity bicycle ride for the Indiana Chapter of Concerns of Police Survivors ("Indiana C.O.P.S.");

    Whereas, Lieutenant Dudley was born in Indianapolis in 1955, graduated from Broad Ripple High School, and earned his bachelor of science degree in criminal justice from Indiana University;

    Whereas, Lieutenant Dudley was appointed Trooper on December 14, 1979, and was assigned to the Lowell Post;

    Whereas, Lieutenant Dudley later transferred to the Indianapolis Post, was promoted to Sergeant, and served as a training officer in the Training Division;

    Whereas, Lieutenant Dudley was promoted to First Sergeant in 1999 and to Lieutenant in 2005;

    Whereas, Lieutenant Dudley was awarded the Indiana State Police Life Saving Award twice_ in 1989 for his

assistance rendered to a critically injured crash victim and in 1992 for saving the life of a person who was choking;

    Whereas, Lieutenant Dudley was assigned as the Commander of the Indiana State Police Academy, where his primary duty was to plan all aspects of the training of new Troopers;

    Whereas, Lieutenant Dudley was personally involved in the training of over 700 new state police officers during the years he was involved in training, which accounts for approximately sixty-five percent (65%) of the officers who currently serve in the Indiana State Police;

    Whereas, Lieutenant Dudley was well-known for his demand for professionalism, accountability, and personal responsibility of the officers he was training, which was tempered with his remarkable compassion for others;

    Whereas, Lieutenant Dudley married Carolyn in 1991, and they enjoyed being active in the lives of their nieces and nephews as well as spending time with their cocker spaniels, Daisey and Lady;

    Whereas, Lieutenant Dudley belonged to Cornerstone Christian Church in Brownsburg, where he was a regular food pantry volunteer and assisted with many other church activities;

    Whereas, Lieutenant Dudley is remembered as not only an outstanding law enforcement officer but also a great husband, mentor, teacher, and friend;

    Whereas, Special Deputy Martin was born in Nashville, Tennessee, in 1943 and settled in Gary in 1965 after serving in the U.S. Army;

    Whereas, Special Deputy Martin realized his lifelong dream of becoming a law enforcement officer in 1970 when he was appointed Patrol Officer in the Gary Police

Department;

    Whereas, Special Deputy Martin was promoted several times during his career with the Gary Police Department, ultimately becoming Special Advisor to the Chief;

    Whereas, after twenty-five years of service to the Gary Police Department, Special Deputy Martin was appointed Chief Deputy for the Lake County Sheriff's Department and served Sheriff Roy Dominguez as Department Chief with the responsibility of administering over 500 law enforcement officers, correction officers, and civilian employees assigned to the Department;

    Whereas, Special Deputy Martin was a dedicated and popular instructor of criminal justice at Indiana University Northwest, where he taught for thirty (30) years;

    Whereas, Special Deputy Martin was married to his beloved wife, Olga, for thirty-seven (37) years and together raised their children Greg, a pilot with the Gary Police Department, and Jennifer;

    Whereas, Special Deputy Martin is remembered by many in the law enforcement community for his training sessions for law enforcement officers and police chiefs from Northwest Indiana as well as his dedication to the profession he loved;

    Whereas, both Lieutenant Dudley and Special Deputy Martin were avid bicyclists and dedicated to the mission of Indiana C.O.P.S., the centerpiece of which is providing a peer support network for survivors of law enforcement officers killed in the line of duty; and

    Whereas, our state is better because of the public and private service of Lieutenant Gary E. Dudley and Special Deputy Gary L. Martin: Therefore,


Be it resolved by the Senate     of the General Assembly

of the State of Indiana, the House of Representatives     concurring:


                    

    SECTION 1. That the Indiana General Assembly remembers and memorializes the lives of Lieutenant Gary E. Dudley of the Indiana State Police and Special Deputy Gary L. Martin of the Lake County Sheriff's Department.
    SECTION 2. The Secretary of the Senate is hereby directed to transmit copies of this Resolution to Carolyn Dudley, Olga Martin, Indiana C.O.P.S., the Superintendent of the Indiana State Police, and the Sheriff of Lake County.
