A CONCURRENT RESOLUTION honoring Colonel W. Mark
Reeves, upon his service as Commander of the Indiana Wing of the
United States Air Force Auxiliary, the Civil Air Patrol.
Whereas, Colonel W. Mark Reeves has singularly
achieved distinctive accomplishments reflecting the highest
credit upon himself and the Civil Air Patrol; and
Whereas, Colonel W. Mark Reeves distinguished himself
during the period of January 1 2007 through February 13,
2010 while serving as Commander, Indiana Wing Civil Air
Patrol by demonstrating exceptional dedication to duty while
guiding the four groups and 31 squadrons of the Indiana
Wing; and
Whereas, under Colonel W. Mark Reeves leadership,
Indiana Wing's membership increased by 46 percent and the
Wing successfully chartered the Anderson Preparatory Cadet
Squadron, now the largest cadet squadron in the Civil Air
Patrol; and
Whereas, Colonel W. Mark Reeves focuses on mission performance and continued excellence in counterdrug operations, with the Indiana Wing regularly ranking in the top five nationally in the counter drug hours flown and contributing to the destruction of more than six million
dollars in illegal drugs in the State of Indiana; and
Whereas, Colonel W. Mark Powers consistently exceeds
the 200 plus hour average requirement per airframe, despite
difficult transition to consolidated maintenance contract, and
still lead the Indiana Wing to more than 180 hours of
powered and glider cadet orientation flight flying, up 75%
over the prior three years; and
Whereas, under Colonel W. Mark Reeves' command, the
Indiana Wing successfully implemented the consolidated
aircraft maintenance program, the Wing Banker Solution,
and the Operational Resource Management System, and
successfully completed the transition to a new Wing
headquarters facility; and
Whereas, Colonel W. Mark Reeves efforts culminated in
three Indiana Wing members receiving national-level awards
from Civil Air Patrol in 2009, including the Civil Air Patrol
Cadet of the Year, and the Indiana Wing receiving "Highly
Successful" ratings in emergency services mission
management and cadet programs in the 2009 National
Headquarters-administered Compliance Inspection;
therefore:
SECTION 1. That the Indiana General Assembly congratulates
Colonel W. Mark Reeves, Civil Air Patrol, Indiana Wing Commander
for his service and duty in the Indiana Wing Civil Air Patrol. Colonel
W. Mark Reeves continues to instill in those he commands the
principles valued in the Civil Air Patrol.
SECTION 2. . That the Principal Clerk of the House of
Representatives shall transmit a copy of this resolution to Colonel W.
Mark Reeves, Civil Air Patrol, Indiana Wing Commander.
