    A CONCURRENT RESOLUTION urging the Division of Mental Health and Addiction (DMHA) of the Family and Social Services Administration to develop plans to reduce tobacco use in facilities operated by DMHA and for any provider of services to individuals with mental illness and addiction receiving state funding and requiring a developed plan to include a treatment component.

    Whereas, The use of tobacco products poses a serious health hazard to the citizens of Indiana;

    Whereas, During the 2009, legislative interim, the Indiana Commission on Mental Health heard testimony that revealed several informative statistics, including that three-fourths of smokers have a past or present problem with mental illness or addiction, that persons with a mental disorder consumed over 40% of cigarettes smoked in the United States, and that providers of mental health services have traditionally not addressed the dangers of tobacco use for their clients or employees; and

    Whereas, The Commission on Mental Health recommends that the Indiana General Assembly take action to deal with this important issue: Therefore,

Be it resolved by the Senate of the General Assembly

of the State of Indiana, the House of Representatives concurring:



    SECTION 1. That the Indiana General Assembly directs the Division of Mental Health and Addiction (DMHA) of the Family and Social Services Administration to develop plans to reduce tobacco use in facilities operated by DMHA and for any provider of services to

individuals with mental illness and addiction receiving state funding. A plan developed under this resolution must include a component for programs to provide treatment services.
    SECTION 2. That the Indiana General Assembly directs the Department of Mental Health and Addiction (DMHA) to report to the Indiana Commission on Mental Health plans for the reduction of tobacco use in facilities operated by DMHA and for any provider of services to individuals with mental illness and addiction receiving funding during the 2010 interim.
    SECTION 3. That copies of this resolution be transmitted by the Secretary of the Senate to the Secretary of the Family and Social Services Administration and to the Division of Mental Health and Addiction.
