SENATE RESOLUTION


     MADAM PRESIDENT:

    I offer the following resolution and move its adoption:

    A SENATE RESOLUTION urging President Obama to reconsider the revised rules of engagement affecting troops serving abroad.

    Whereas, In an effort to reduce civilian casualties, President Obama, through General Stanley McChrystal, has revised the rules of engagement affecting troops stationed abroad;

    Whereas, The revised rules of engagement prohibit soldiers from firing on fighters unless they see those fighters with weapons. If the fighter puts the weapon down, the soldiers are not authorized to fire on them;

    Whereas, Since the inception of these new rules in 2009, combat related deaths of soldiers has increased;

    Whereas, It is vital to ensure the safety of our service men and women by providing them with rules that will allow them to adequately protect themselves: Therefore,

Be it resolved by the Senate of the

General Assembly of the State of Indiana:


    SECTION 1. That the Indiana Senate urges President Obama to reconsider the rules of engagement affecting soldiers serving abroad.
    SECTION 2. The Secretary of the Senate is hereby directed to transmit a copy of this Resolution to the Indiana Congressional delegation.
