I offer the following resolution and move its adoption:
A SENATE RESOLUTION urging the Legislative Council to
assign certain topics to the Unemployment Insurance Oversight
Whereas, Unemployment insurance programs were
designed to help workers and their families, but they also
play a key role in helping businesses, communities, and the
nation's economy; and
Whereas, However, certain issues must be clarified:
SECTION 1. That the Indiana Senate urges the Legislative Council to assign the following study topics to the Unemployment Insurance Oversight Committee for discussion during the 2010 interim:
1. The length of time taken by the Department of Workforce Development (DWD) to process claims for unemployment insurance (UI) benefits submitted by eligible claimants and the reasons for delays in processing UI claims.
2. The types and amounts of savings realized by DWD as the result of implementing HEA 1379-2009 (P.L.175-2009).
3. The types and amounts of fraud and abuse in the unemployment insurance system identified by DWD.
4. The eligibility of full-time students for UI benefits, and the relationship between that eligibility and the contributions made by employers for employees who are full-time students.
