SENATE RESOLUTION



MADAM PRESIDENT:

    I offer the following resolution and move its adoption:

    A SENATE RESOLUTION recognizing Doctor Judith A. Monroe.

    Whereas, Dr. Judith Monroe was appointed Indiana State Health Commissioner by Governor Mitch Daniels in March 2005;

    Whereas, Dr. Monroe will be leaving the position of State Health Commissioner to take a post at the Centers for Disease Control and Prevention (CDC);

    Whereas, During her tenure as State Health Commissioner, Dr. Monroe has been a strong advocate for the Governor's INShape Indiana Initiative, which is aimed at decreasing tobacco use, increasing physical activity, and improving nutrition;

    Whereas, Dr. Monroe established an annual statewide Public Health and Medicine Summit and developed a public health curriculum for residents at Indiana University Hospital and several community hospitals in Indiana;

    Whereas, As State Health Commissioner, Dr. Monroe worked on legal preparedness for obesity prevention and control and on emergency preparedness;

    Whereas, As president of the Association of State and Territorial Health Officials, Dr. Monroe worked to improve emergency preparedness, and her efforts have helped

Indiana cope with the H1N1 flu outbreak;

    Whereas, In 2007, Dr. Monroe worked with Purdue University to design and implement the Indiana Public Health System Quality Improvement Project to strengthen local public health capacity and infrastructure and public health system performance;

    Whereas, The project was created to "engage public, private and community health partnerships in a continuous quality improvement process, improve collaborative decision-making and enhance the evidence base and planning process for public health programs at the local level";

    Whereas, Dr. Monroe received her medical degree from the University of Maryland and completed her internship and residency in Family Medicine at the University of Cincinnati;

    Whereas, Dr. Monroe has also practiced in Appalachia and has been a member of the faculty at Indiana University and Director of the Family Medicine Residency Program and Primary Care Center at St. Vincent Hospital in Indianapolis;

    Whereas, Public health service has always been and continues to be an important part of Dr. Monroe's life; and

    Whereas, Dr. Monroe's dedication to the people of Indiana and concern for their well being are deeply appreciated by all: Therefore,

Be it resolved by the Senate of the

General Assembly of the State of Indiana:


    SECTION 1. That the Indiana Senate thanks Dr. Judith A. Monroe for her dedication to service and for her compassion and concern for the citizens of Indiana and wishes her well in her new position with the Centers for Disease Control and Prevention.
    SECTION 2. That copies of this resolution be transmitted by the Secretary of the Senate to Dr. Judith A. Monroe and her family.
