    I move that Engrossed Senate Bill 105 be amended to read as follows:

(a) If the board designates a political subdivision as a distressed political subdivision under section 6.5 of this chapter, the board shall establish a financial planning and supervision commission for the distressed political subdivision.
    (b) A financial planning and supervision commission for a distressed political subdivision consists of the following eleven (11) members:
        (1) The governor.
        (2) The auditor of state.

         (3) The treasurer of state.    
         (4) The commissioner of the department of state revenue.    
         (5) The executive director of the Indiana bond bank.    
         (6) The public finance director of the Indiana finance authority.
        (7) The president of the Indiana economic development corporation.
        (8) The presiding officer of the fiscal body of the distressed political subdivision.

         (9) Three (3) members appointed by the board from a list of five (5) individuals nominated in writing by the fiscal body and the executive of the distressed political subdivision.
     (c) A member of a commission listed in subsection (b)(1) through (b)(8) may designate an individual to serve in the member's place on the commission. A member listed in subsection (b)(1) through (b)(8) shall make a designation to the board in writing. A member listed in subsection (b)(1) through (b)(8) may change the member's designee from time to time, but the member shall give due regard to the need for continuity.
     (d) The board shall appoint a chairman of a commission for a distressed political subdivision when the commission is established.
    (e)
Each member of a commission for a distressed political subdivision who is not a state employee or an employee of a political subdivision is entitled to receive both of the following:
        (1) The minimum salary per diem provided by IC 4-10-11-2.1(b).
        (2) Reimbursement for travel expenses and other expenses actually incurred in connection with the member's duties, as provided in the state travel policies and procedures established by the Indiana department of administration and approved by the budget agency.
    (f) Each member of a commission for a distressed political subdivision who is a state employee or an employee of a political subdivision is entitled to reimbursement for travel expenses and other expenses actually incurred in connection with the member's duties, as provided in the state travel policies and procedures established by the Indiana department of administration and approved by the budget agency.
