COMMITTEE REPORT



MR. SPEAKER:

    A minority of your Committee on       Education     , which met on February 17, 2011, to consider       House Bill 1003     , has had the same under consideration and begs leave to report the same back to the House with the recommendation that said bill be amended as follows:

SOURCE: Page 2, line 16 -->     Page 2, delete lines 16 through 42, begin a new paragraph and insert:
SOURCE: IC 20-24-5-6; (11)MO100264.20. -->     "SECTION 3. IC 20-24-5-6 IS ADDED TO THE INDIANA CODE AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY 1, 2011]: Sec. 6. (a) This section applies to a charter school or conversion charter school.
    (b) Each classroom with students enrolled in grades K through 6 may not exceed a student count of twenty-four (24).

SOURCE: IC 20-30-2-2. -->     SECTION 4. IC 20-30-2-2, AS ADDED BY P.L.242-2005, SECTION 15, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE JULY 1, 2011]: Sec. 2. (a) A student instructional day in grades 1 through 6 consists of at least five (5) hours of instructional time. Except as provided in subsection (b), a student instructional day in grades 7 through 12 consists of at least six (6) hours of instructional time.
    (b) An instructional day for a school flex program under section 2.2

of this chapter consists of a minimum of three (3) hours of instructional time.
     (c) Each classroom with students enrolled in grades K through 6 may not exceed a student count of twenty-four (24).".

(a) Sections 1 through 12.5 of this chapter do not apply to tuition and mandatory fees (regardless of whether they are denominated charges or fees) charged at a state educational institutions for any part of the period beginning July 1, 2011, and ending June 30, 2013, to the extent that these provisions permit the state educational institution to increase tuition or mandatory fee rates.
    (b) The tuition and mandatory fee rates charged at or by a state educational institution for the period beginning July 1, 2011, and ending June 30, 2013, may not exceed the tuition and mandatory fee rates in effect at the state educational institution for the period beginning July 1, 2010, and ending June 30, 2011, excluding any increase adopted by the board of trustees for that period after December 31, 2010.
    (c) This section expires July 1, 2013.
