MR. SPEAKER:
    Your Committee on       Insurance     , to which was referred       House Bill 1582     , has had the same under consideration and begs leave to report the same back to the House with the recommendation that said bill be amended as follows:

    Delete the title and insert the following:
    A BILL FOR AN ACT concerning insurance.
    Delete everything after the enacting clause and insert the following:

SOURCE: ; (11)AM158203.1. -->     SECTION 1. [EFFECTIVE JULY 1, 2011] (a) As used in this SECTION, "committee" refers to the interim study committee on insurance established by this SECTION.
    (b) There is established the interim study committee on insurance. The committee shall study the following:
        (1) Health plan access to health care providers.
        (2) Health care service prices and information.
        (3) Health care provider office billing in connection with hospital charges.
    (c) The committee consists of the following members:
        (1) Two (2) members appointed by the president pro tempore of the senate. The members appointed under this subdivision may not be members of the same political party.
        (2) Two (2) members, one (1) of whom shall serve as the chairperson of the committee, appointed by the speaker of the house of representatives. The members appointed under this subdivision may not be members of the same political party.
        (3) The commissioner of the department of insurance or the commissioner's designee.
        (4) Two (2) members who are physicians, one (1) of whom shall be appointed by the president pro tempore of the senate and one (1) of whom shall be appointed by the speaker of the house of representatives.
        (5) Two (2) members representing health insurance companies, one (1) of whom shall be appointed by the president pro tempore of the senate and one (1) of whom shall be appointed by the speaker of the house of representatives.
        (6) Two (2) members representing hospitals, one (1) of whom shall be appointed by the president pro tempore of the senate and one (1) of whom shall be appointed by the speaker of the house of representatives.
    (d) The committee shall operate under the policies governing study committees adopted by the legislative council.
    (e) The affirmative votes of a majority of the members appointed to the committee are required for the committee to take action on any measure, including final reports.
    (f) This SECTION expires December 31, 2011.
