administrators, parents of students, and taxpayers. The legislative
council shall appoint the chairperson of the task force, who must
be a legislator.
(d) The task force shall study and make recommendations to the
general assembly concerning the following topics:
(1) Providing interventions by the state to a school or school
corporation in addition to those set forth in statute before the
school or school corporation is considered for operation by a
special management team. Interventions may include the
following:
(A) Additional and targeted state resources to address
identified student deficiencies, including reading and math
remediation programs, special education issues, and
English language learner programs.
(B) Instructional time flexibility, if the school or school
corporation conducts the equivalent of at least one
hundred eighty-five (185) student instructional days.
(C) Imposing and funding class size restrictions.
(D) Targeted professional development opportunities.
(E) Fully funding full day kindergarten for the school or
school corporation.
(2) Selection criteria for special management teams, including
the consideration of the following:
(A) Comparing existing special management teams,
considering offerings and service delivery models.
(B) Understanding funding and internal operations.
(C) Public transparency issues.
(3) The impact of Indiana collective bargaining laws as
related to the state takeover of a school or school corporation.
(4) The appropriate scope of the state board of education's
authority as opposed to legislative authority and direction.
(5) Taxpayer issues and concerns with regard to the takeover
of public schools by private management teams.
(6) Any other relevant matter.
(e) The legislative services agency shall provide staff support to
the task force.
(f) The task force shall deliver its report and any
recommendations to the legislative council before November 1,
2012. The report must be delivered in an electronic format under
IC 5-14-6.
(g) This SECTION expires November 1, 2012.
