MR. SPEAKER:

    I move that Engrossed Senate Bill 267 be amended to read as follows:

    Delete the title and insert the following:
    A BILL FOR AN ACT to amend the Indiana Code concerning human services and to make an appropriation.

SOURCE: ; (13)MO026701.18. -->     "SECTION 18. [EFFECTIVE JULY 1, 2013] (a) As used in this SECTION, "department" means the department of homeland security established by IC 10-19-2-1, unless the context clearly denotes otherwise.
    (b) There is appropriated to the department five hundred thousand dollars ($500,000) from the state general fund for a school security study described in subsection (c) beginning July 1, 2013, and ending June 30, 2015.

     (c) The department shall use the money appropriated under this SECTION to conduct a school security study. The department shall assess and understand the risks and needs of schools pertaining to security. The school security study must do the following:
        (1) Enable the department to assess and understand the various hazards facing schools, including natural disasters, man made disasters, violent crime, and other threats to school security.
        (2) Study best practices for doing the following:
            (A) Planning for maintaining school security.
            (B) Preventing breaches of school security.
            (C) Responding to any real or perceived threat to school

security.
            (D) Mitigating the affects of any breach of school security.
        (3) Enable the department to develop plans, guides, policies and procedures, training programs, and evaluation standards for preventing and responding to threats to school security.
    (d) Before July 1, 2015, the department shall report the findings and recommendations of the school security study conducted under this SECTION to the governor, the legislative council, and the department of education. The department shall submit the report to the legislative council in an electronic format under IC 5-14-6.
    (e) This SECTION expires July 1, 2015.
