Synopsis: Schedule for electronic benefits transfers. Conference committee report for ESB 530. Requires the division of family resources (division) to, beginning January 1, 2014, implement a schedule for the distribution of Supplemental Nutrition Assistance Program (SNAP) benefits from the fifth through the twenty-third day of each month. Requires the legislative council to assign for interim study whether Indiana should require the following concerning the SNAP program: (1) a photograph of the SNAP recipient on the recipient's electronic benefits transfer (EBT) card; (2) placement of a SNAP recipient's photograph on the recipient's EBT card; and (3) distribution of SNAP benefits on a bimonthly basis. (This conference committee report removes language that required the division to apply for a federal waiver to the SNAP program to: (1) require SNAP recipients to show photo identification when using the recipient's EBT card; and (2) allow distribution of SNAP benefits on a bimonthly basis; and requires the legislative council to assign these issues for study during the 2013 legislative interim.)

CONFERENCE COMMITTEE REPORT

MR. SPEAKER:
    Your Conference Committee appointed to confer with a like committee from the Senate upon Engrossed House Amendments to Engrossed Senate Bill No. 530 respectfully reports that said two committees have conferred and agreed as follows to wit:

    that the Senate recede from its dissent from all House amendments and that the Senate now concur in all House amendments to the bill and that the bill be further amended as follows:

SOURCE: IC 12-14-30; (13)CC053002.1. -->     SECTION 1. IC 12-14-30 IS ADDED TO THE INDIANA CODE AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE JULY 1, 2013]:
     Chapter 30. Supplemental Nutrition Assistance Program
    Sec. 1. As used in this chapter, "SNAP" refers to the federal Supplemental Nutrition Assistance Program under 7 U.S.C. 2011 et seq.
    Sec. 2. (a) Beginning January 1, 2014, the division shall implement a schedule for the distribution of benefits to an approximately evenly distributed number of SNAP recipients during the fifth through the twenty-third day of each month.
    (b) The division may prorate benefits for a SNAP recipient for the first month the division begins to use the schedule described in subsection (a).

    (b) The legislative council shall assign as an interim study committee topic during the 2013 legislative interim a study of the following concerning the SNAP program:
        (1) Whether Indiana should require a photograph of a SNAP

recipient on the recipient's electronic benefits transfer (EBT) card.
        (2) Whether Indiana should require a SNAP recipient to show the recipient's photo identification issued by a federal, state, or local unit when the recipient uses the recipient's electronic benefits transfer (EBT) card.
        (3) Whether Indiana should seek approval to allow the distribution of SNAP benefits to a recipient on a bimonthly basis.
    (c) This SECTION expires December 31, 2013.
