Medicaid waiver proposals. Requires the office of the secretary of family and social services (office) to develop proposals to do the following: (1) Fund adult foster care and assisted living services through the Medicaid waiver program. (2) Expand adult day care services available through the Medicaid aged and disabled waiver. Requires that these proposals be reviewed by the community and home options to institutional care for the elderly and disabled (CHOICE) advisory board and submitted to the federal Health Care Financing Administration (HCFA) before October 1, 2000. Provides that the office may submit these proposals to HCFA as amendments to existing waivers. Requires the office to report to the legislative council, the governor, and the CHOICE board before January 1, 2001, regarding these proposals. Requires the office to receive input from affected providers and consumers when drafting the language of applications for certain Medicaid waivers.
