Synopsis: Communications and enhanced wireless services. Proposed conference committee report for EHB 1378. Requires the department of transportation (INDOT) to form a task force to identify barriers to enabling parties to develop a multitenant conduit system for fiber optic communications along state highway rights-of-way. Allows the emergency telephone system fee to be used for the lease, purchase, construction, or maintenance of certain technologies necessary to provide emergency response services under the authority of the unit imposing the fee. Specifies procedures to be used by commercial mobile radio service (CMRS) providers in collecting and remitting the wireless emergency enhanced 911 fee from standard and prepaid subscribers. (This conference committee report: (1) adds language requiring INDOT to form a task force to identify barriers to the development of a multitenant conduit system for fiber optic communications along state highway rights-of-way; and (2) removes various provisions concerning the wireless emergency enhanced 911 fee.)

    Your Conference Committee appointed to confer with a like committee from the Senate upon Engrossed Senate Amendments to Engrossed House Bill No. 1378 respectfully reports that said two committees have conferred and agreed as follows to wit:

    that the House recede from its dissent from all Senate amendments and that the House now concur in all Senate amendments to the bill and that the bill be further amended as follows:

    Replace the effective date in SECTION 11 with "[EFFECTIVE JANUARY 1, 2003]".

The goal of the task force formed under this

subsection shall be to identify barriers that inhibit private industry from funding and developing a multitenant conduit system.
    (c) The task force formed under subsection (b) shall submit its findings to the executive director of the legislative services agency not later than November 1, 2002.
    (d) This SECTION expires December 31, 2003.
