Underground plant protection. Beginning September 1, 2004, requires all operators of underground utility facilities to join an association that provides mutual receipt of notice of planned excavation or demolition operations to operators if the articles of incorporation or the bylaws of the association impose certain membership and voting requirements on the association's board of directors.
