I move that House Bill 1778 be amended to read as follows:
Page 2, between lines 28 and 29, begin a new paragraph
and insert:
"SECTION 1. IC 12-17.2-3.3 IS ADDED TO THE
INDIANA CODE AS A NEW CHAPTER TO READ AS
FOLLOWS [EFFECTIVE JULY 1, 2007]:
Chapter 3.3 Committee on Child Care
Sec. 1. As used in this chapter, "committee" refers to
the committee on child care established by section 2 of this
chapter.
Sec. 2. (a) The committee on child care is established.
(b) The committee consists of the following voting
members:
(1) Two (2) members of the house of
representatives appointed by the speaker of the
house of representatives. Members appointed
under this subdivision may not be members of the
same political party.
(2) Two (2) members of the senate appointed by
the president pro tempore of the senate. Members
appointed under this subdivision may not be
members of the same political party.
(3) The director of the division of family resources
or the director's designee.
(4) The state superintendent of public instruction
or the superintendent's designee.
(5) The commissioner of the state department of
health or the commissioner's designee.
(6) One (1) representative of a private child care
business that employs less than fifty (50)
employees, appointed by the president pro
tempore of the senate.
(7) One (1) representative of a private child care
business that employs less than fifty (50)
employees, appointed by the speaker of the house
of representatives.
(8) One (1) individual who operates a child care
home described in IC 12-17.2-5, appointed by the
president pro tempore of the senate.
(9) One (1) individual who operates a child care
home described in IC 12-17.2-5, appointed by the
speaker of the house of representatives.
(c) The president pro tempore of the senate shall
appoint a member described in subsection (b)(2) as
chairperson of the committee in even-numbered years.
(d) The speaker of the house of representatives shall
appoint a member described in subsection (b)(1) as
chairperson of the committee in odd-numbered years.
Sec. 3. The committee shall operate under the policies
governing study committees adopted by the legislative
council. However, the committee shall meet throughout the year
at the call fo the chairperson, except when the general assembly
is in session.
Sec. 4. The affirmative votes of a majority of the voting
members appointed to the committee are required for the
committee to take action on any measure, including final reports.
Sec. 5. (a) The committee shall:
(1) study the system of child care regulation and the effect
of regulation on child care provisions; and
(2) report and make recommendations concerning the
effects of child care regulation to the legislative council in
an electronic format under IC 5-14-6 not later than October
31 of each year.
(b) The committee's recommendations under subsection (a)
must further the following child care regulation purposes:
(1) To provide support for families in need to reliable, high
quality child care.
(2) To promote access to available and affordable child care
by parents.
(3) To encourage the state to access all available funds for
child care.
