Public works projects. Changes the standard of award of a public works contract from lowest and best bidder to lowest responsive and responsible bidder in several statutes governing public works by various governmental entities. Establishes certain criteria to determine when a bidder is "responsible" and "responsive". Makes certain public works statutes relating to airports applicable to the aeronautics functions of the Indiana department of transportation. Repeals a superseded definition of "public works". |
