Law enforcement training board. Reduces from 11 to nine the number of members required for a quorum for the law enforcement training board (board). Reduces from 11 to nine the number of affirmative votes required for the board to take action. Requires law enforcement officers to receive training in identifying, responding to, and reporting bias crimes. Makes mutilation of a corpse a Class B felony if the mutilation interferes with the investigation of the death.
