Confined feeding operations. Requires a confined feeding operation to: (1) include in its manure management plan procedures for air emission minimization and water quality monitoring; and (2) submit to the department of environmental management and implement an air emission minimization plan to minimize off-site impacts and maximize nutrient recovery from manure storage and land application areas. Requires the water pollution control board to adopt rules for administration of confined feeding statutes to include standards for minimization of air emissions and meeting water quality standards. Requires the state chemist to adopt rules for the use of fertilizer material and the distribution and storage of bulk commercial fertilizers, including standards for the storage of bulk fertilizers to protect the air and waters of the state. |
